Why roofs perform well
A failed roof has direct operational risk (closure, displacement). The evidence is observable and photographable. The contractor quotation market is mature and benchmarks are stable.

Roof condition survey to RICS / NFRC standard. Intrusive opening-up where the deck is unknown. Thermographic survey for insulation-led bids.
Should the bid include insulation or PV?
Insulation upgraded during a roof replacement strengthens the value-for-money narrative without diluting the condition case. PV is funded under the Public Sector Decarbonisation Scheme route, not CIF.
